Detroit is mulling over whether to add right-hander Freddy Garcia to its 40-man roster when it is able to do so on Monday.

It would seem to be a no-brainer -- add him -- but the Tigers are tap-dancing around their intentions.

"We have not made a final decision on that yet," manager Jim Leyland said. "We're discussing some options, but there's been nothing cemented along those lines. We have some ideas, which I don't care to share right now, but that has definitely not been decided for sure.

"I saw some things I liked, for sure, but the guy's pitched five innings. The arm was free. There (were) no restrictions or anything. I know how the guy competes. I don't worry so much about the results. I liked the way he pitched."

Leyland went to Toledo on his day off to see Garcia work three innings for Class AAA Toledo in his second appearance of the season. He worked two innings for Class A Lakeland after signing a free agent minor league contract with Detroit.

Garcia becomes a free agent at the end of the season, but obviously Detroit has an inside track to sign him for 2009 or he wouldn't have signed the minor league deal with the Tigers.

So why not sign him to a major league deal and give him a look against major league competition in September?

Well, why do it?

The Tigers evidently saw enough to convince them Garcia is going to be worth signing for 2009. But adding him to the roster Sept. 1 would mean the Tigers have to remove a player from their 40-man roster.

They might not wish to do so. After all, a player they chose not to protect last year, right-hander Randor Bierd, is pitching in the majors right now for Baltimore as a Rule 5 draft pick.

"This guy last year wasn't a real hard thrower, but he still was a very successful pitcher," Leyland said. "This guy used to be a 94-95 (mph thrower). Do I think that's ever going to happen again? That's probably questionable. I'm not necessarily looking for that. I don't think that's going to happen. But you don't have to throw 94-95. I was pleased with what I saw."

Certainly, some guys now with Detroit won't be around in 2009. But now isn't the time to let them go.

That could be the hidden reason Garcia hasn't been added to the major league roster now -- and might not be in September.

TIGERS 6, ROYALS 3: CF Curtis Granderson tripled home the go-ahead runs in Detroit's six-run fifth inning and RHP Zach Miner stymied Kansas City again with six innings of one-run ball to help the Tigers end a four-game losing streak. Detroit trailed 1-0 when an error and a single set the stage for Granderson to take over the league lead with his 11th triple of the season. 2B Placido Polanco singled in a run, rookie 3B Jeff Larish followed with a two-run single and DH Gary Sheffield broke an 0-for-18 streak with a ground RBI single to left. Miner allowed a solo home run in the second, the only run he's allowed the Royals in three starts spanning 19 innings. Kansas City got a run off LHP Bobby Seay in the seventh and another in the ninth off RHP Fernando Rodney.
